Dr. Biswaroop Roy Chowdhury, Chief Editor of the Asia Book of Records and Chairman of the World Records Union, was the Special Guest of Honour at the 3rd Congress of Delegates of the Vietnam Record Association (2025–2030). The landmark event took place on June 21, 2025, at the Tan Son Nhat Pavillon Convention Center, Ho Chi Minh City, Vietnam.
Bringing together esteemed national and international dignitaries, the Congress celebrated innovation, collaboration, and the enduring human spirit of achievement. Over the course of three hours, the event reviewed the accomplishments of the 2019–2024 term and outlined strategic directions for 2025–2030. Elections were held for the Executive, Inspection, and Standing Committees, alongside leadership appointments aligned with Vietnam’s evolving landscape.
This edition held special significance as the first major assembly following the passing of Mr. Le Tran Truong An, the visionary founder of the Vietnam Records Organization, in July 2024. His foundational leadership was honoured during the Congress, with Prof. Dr. Hoang Quang Thuan now steering the Association forward with a renewed global perspective.
The event saw participation from delegates representing Vietnamese ministries, international record associations, and distinguished guests. Dr. Chowdhury congratulated Dr. Thuan and celebrated exemplary record holders, reinforcing the growing cultural and institutional bonds between India and Vietnam in the realm of record recognition.
In a gesture of ongoing camaraderie, the Asia Book of Records reaffirmed its support for the Vietnam Book of Records, symbolically reserving a room and seat at its corporate office for Dr. Thuan and Dr. Nguyen Hoang Anh, upholding a tradition of honour and respect.
The Vietnam Record Association Congress 2025 marked a resounding step toward unity, legacy, and international cooperation in the world of record-making.
The Congress lasted over three hours, encompassing comprehensive rituals, with the objectives of summarizing the work of the second term (2019-2024), outlining the Association’s strategic direction for the third term (2025-2030), electing the Executive Committee, Inspection Committee, and Standing Committee, as well as appointing leadership positions within the Association appropriate for the forthcoming period in the context of the Vietnam’s advancement.
During this significant event, four exemplary individuals and organizations were also felicitated by Dr. Biswaroop Roy Chowdhury for their contributions in education, culture, and bonsai artistry.
